EU launches RESET regional skills index covering 244 regions
The European Centre for the Development of Vocational Training has launched RESET, a new EU regional skills index covering 244 regions across all 27 member states. Cedefop presented the tool in Brussels on 8 October 2026 and published details of the launch on 9 October.
According to Cedefop, the REgional Skills EcosysTems index, or RESET, is designed to compare how regional labour markets develop, attract and use skills.
What the new EU regional skills index measures
RESET combines 37 indicators across four main dimensions: skills supply, skills demand, the skills environment and skills matching. It allows individual regions to compare their performance with national and EU averages and examine how they rank against other regions.
The index is intended to address a problem with national labour-market statistics: country averages can hide substantial differences between regions. One area may have a highly qualified workforce but insufficient suitable employment, while another may face strong employer demand and shortages of workers with the required skills.
Cedefop says the tool can be used by regional authorities, training providers, employers and policymakers when identifying skills shortages or deciding where additional training and investment may be needed.
The October 2026 dataset uses 2024 as its reference year. Cedefop describes RESET as the first multidimensional EU regional index specifically focused on skills and vocational education and training.
